To be eligible, individuals must be affiliated with an organization whose primary activity is grantmaking. Grantmaking institutions are defined as:

• Corporate foundations
• Corporate giving programs
• Institutional philanthropic advisors who make grants
• Operating foundations whose grantmaking supports programs other than programs operated by the foundation itself.
• Public and community foundations whose primary activity is grantmaking (more than 50% of the budget is used to make grants to multiple organizations)
• Public agencies with competitive grantmaking programs.

The purpose of the Funders' Forum is to facilitate collaboration among funders and to learn from one another about effective grantmaking. Members agree not to engage in fundraising activities within the Forum. In addition, organizations that have a dual grantmaking and grantseeking role agree that development staff will not participate in Forum activities or use the member directory.
